PAIA gives effect to the constitutional right of access to information held by private bodies as contemplated in Section 32 of the Constitution of the Republic of South Africa, 1996. This right of access to information must be exercised in a manner that enables persons to exercise and protect all other rights.

Pursuant to Section 32(2) of the Constitution, read with Section 50(1)(a) of PAIA, any person has the right of access to any record held by a private body — including Anexis AI Group (Pty) Ltd — if that record is required for the exercise or protection of any right, and subject to the grounds of refusal set out in PAIA.

Private Body Status
Anexis AI Group (Pty) Ltd is a private body as defined in Section 1 of PAIA. This manual is accordingly compiled in terms of Section 51 of PAIA which applies to private bodies. This manual does not apply to public bodies, which are governed by Part 2 of PAIA.
